In February the estimate and plan were
submitted to the Public Works Committee of the Legislative
Council who unanimously agreed that the work should be under-
taken as early as possible commencing with the streams in the
neighbourhood of Richmond and Macdonnell Roads.
This recommendation was referred to Professor
Simpson who expressed the opinion, in a minute of which
I attach a copy, that the work should be carried out.

As the work has not been commenced, I have
given instructions not to proceed with it this year, and I
now ask your authority to provide for it in the 1903 Estimates.
The streams shewn in the plan at A, B, G,
and H are those which it is proposed to deal with first at an
estimated cost of $9,000.
Vote No. 15. The amount inserted in the
Estimates for the current year was not intended to cover the
Electric lighting of the Female Venereal Ward, because it was not
